Constitutional Mandate

The constitutional anchor of the civil service

Article IX-B of the 1987 Philippine Constitution establishes the Civil Service Commission as the central personnel agency of government and frames the civil service as embracing government branches, subdivisions, instrumentalities, agencies, and government-owned or controlled corporations with original charters.

Central personnel agency

  • The mandate gives CSC a central role in government human resource administration.
  • Recruitment actions are expected to respect merit, fitness, qualification standards, and applicable civil service rules.

Coverage of the civil service

  • The civil service covers a wide range of government institutions and offices.
  • This board is narrower by design: it publishes CSC Central Office vacancies only.

Applicant relevance

  • Applicants should expect a documented process from publication, screening, assessment, selection, appointment, and notice.
  • Complete and truthful submissions help preserve the integrity of merit-based evaluation.
